A Comparator circuit compares two voltage signals and and determines which one is greater. The result of this comparison is indicated by the output voltage.

Op-amps and comparators are similar but the not same. You can use an op amp for a comparator but not exactly vice-versa; comparators do not have the internal integrator that is key to an op amp

This device consists of two independent low power voltage comparators designed specifically to operate from a single supply over a wide range of voltages. Operation from split power  supplies is also possible. These comparators also have a unique characteristic: the input common-mode voltage range includes the negative rail even though operated from a single power supply voltage.

The ST LM2903DT is a Low Power Dual Voltage Comparator. It comes in a SOIC 8 pin package.
